TEIS-404 Cache update only if cache table empty, when domain objects change, cache library must be updated

TEIS-359: Replaced officials-service ClassifierService with new common ClassifierService and fixed code and tests accordingly. Removed officials-service MethodSecurityConfig which is now in commons service. Added official user and group cache initialization for persons-service.
