TEIS-2041: fixed LocalizationConfig to not search for resources from class path when messages folder isn't found (reduces resource not found warning messages from services, which do not use SimpleMessageSource; updated all TeIS specific library dependencies to latest for micro services which will be included in release (to also use the latest LocalizationConfig)
